Full admin/jury/applicant/mentor UI rewrite. AI prompt hardening with
structured prompts, retry logic, and injection detection. All legacy
pipeline/stage code removed. 4 new migrations + seed aligned.

Previously, the background job generated suggestions but discarded them,
