Migration:
- Add standalone hasConflict index on ConflictOfInterest
- Ensure roundId is nullable on ConflictOfInterest
- Drop stale composite roundId_hasConflict index
Bulk upload:
- Add trash icon button to remove uploaded files
- Uses existing file.delete endpoint with audit logging
